Hello and welcome to the Photics Forums. Your choice of weapons is quite creative, but would it work?

I see two issues... Mobility and Range. I'm not too familiar with high pressure water systems. I've seen the sides of buildings be scrubbed clean with concentrated streams of water, but I wasn't aware that you could cut through metal with water. How close do you have to be to make a cut? If it's less than a foot away, I'd be concerned about fighting a melee battle with such a system.

The other concern is range. The weapon would be tethered to a water supply. What if the zombies went around the other side of the mall? Could you chase them? What if a zombie gets behind you and steps on your hose?

But wow, it's an interesting idea. Assuming that the water pressure stays constant, you'd have virtually no ammunition problems. You could attack the zombies without worrying about reloading. If the weapon had range, it would work a lot like a flamethrower, without the risk of self-combustion. I wouldn't want to be surrounded by 20 burning zombies.

It would certainly be easier to set up the main perimeter inside the mall.
Yes, you can move inside and use the mall as a defense.

2) Zombies usually only come out at night, so what kind of light sources are around?
That's an interesting tactic and a good strategy. You're not just going for the kill. You're considering defense. Imagine your typical New Jersey mall. There's nightime lighting in the parking lot. The stores and the mall have basic lighting. Some of the lighting is not working properly. In the parking lot, poles have been knocked down. In the mall, some of the lighting has been smashed by looters.

Does this mall have a gas station in the parking lot?
That's a good idea, but unfortunately no. The nearest gas station is across the street, from the other end of the parking lot.

And if all else fails, feed them Mentos and Diet Coke.
Ha, that's funny!

But overall, that's a good change in tactics. You're thinking about using the environment as part of your plan. If there are any cars left in the parking lot, you could use them for offense and defense. I didn't consider that when I first imagined this scenario, but that could be a fatal mistake.
