how do you get capes istarted guild but wont let me get cape

You need money to buy a cape for your guild. I think it's like what... 2000 gold? :/

In Lion's Arch, the guy you want to talk to is Liran [Guild Emblemer] who is located right next to the guild registrar

the cost is 2 platinum (2000 gold)

The guild creation guy in Pre-searing Acalon also has an emblemming(is that a word?) option.
