I've seen ArenaNet make the game harder in order to stop Gold Farming. It used to be a lot easier to pick up gold.
There is a darker side to Guild Wars. It's an online community. Just as in real life, you'll run into good and bad people. Yet, there are ways to avoid abusive players... such as adding them to your ignore list or changing districts. Maybe that's why ArenaNet would be slow to react. Why not just ignore these people? If someone is putting that much effort into harrassing you, then you coud document it by taking screenshots and by using report function. If they are using extreme measures to bother you, that should be traceable.
